Mikoto and friends go up against an invisible assailant who draws thick eyebrows onto her victims.
Summary:
On a Saturday, Kazari and Ruiko take the bus to a special, Italian themed district of the city to meet up with Mikoto and Kuroko and visit their school, Tokiwadai Middle School. The special district is usually reserved for students of the top all-girls schools (which are located in the area), but Kazari and Ruiko have Kuroko's invitation and are allowed to enter. Not long after entering the district, Ruiko trips and falls into a water puddles, and so after arriving at Mikoto and Kuroko's school Ruiko changes into the Tokiwadai uniform. Afterwards, the four friends visit a bakery in the special district because Kazari and Ruiko want to try out the pastry, but suddenly Kazari and Kuroko are called away for Judgment duties.
Arriving at their branch office, Kuroko and Kazari are briefed by senior member Kunori about a string of attacks that have taken place in the special district. All of the victims were Tokiwadai students and they were all knocked out by a stun gun. The assailant's abilities are unknown, but the ability is probably pretty potent since all of students within the special district are level 3 or above. Kunori then shows Kuroko and Kazari photos of the victims, and the two younger girls are stunned by what they saw.
Back in the special district, Mikoto and Ruiko are in the bakery eating pastry. Ruiko goes to the washroom and while washing her face, she notices the door opening and closing but couldn't see anybody. Ruiko is then knocked out with a stun gun and is left leaning against the sink. After a while Mikoto becomes worried, so she goes to the washroom discovers the unconscious Ruiko.
Later, Mikoto meets up with Kuroko and Kazari at an office within the special district to investigate the attack, and Ruiko is also resting in the room. All the victims claimed that they didn't see their attacker even though security cameras have filmed the assailant walking near the victims, and all 47 of Academy City's invisible persons have an alibi. Mikoto then suggests maybe the attacker is someone who can block others from perceiving certain things, and Kazari brings up the file of a Level 2 esper Miho Jufuken who has a matching ability. At this moment, Ruiko wakes up discovers that the assailant had used a marker to draw her thick pair of eyebrows. Swearing revenge, Ruiko positively identifies Miho as the assailant as she was able to catch sight of Miho just before losing consciousness.
After getting permission from the higher-ups, Kazari gets to work and taps into the special district's security cameras and is able to locate Miho with some help from Mikoto and Kuroko. Mikoto, Kuroko, and Ruiko are dispatched to capture Miho. Miho is able to stop people from seeing her, but she cannot hide from the cameras and eventually she is cornered at a park by the three friends. Miho attacks Mikoto with her stun gun but stun guns have no effect on Mikoto, and Mikoto knocks Miho out with a little shock on her own. With Miho unconscious, Ruiko brings out a marker to get sweet revenge, but she stops when she discovers that Miho actually has strange eyebrows. Miho wakes up and explains that she started attacking Tokiwadai students because her ex-boyfriend left her for a Tokiwadai student and he said she had funny eyebrows. Miho then challenges Mikoto and company to make fun of her, but Ruiko feels sorry for Miho and lies that she likes the funny eyebrows, and this gains a shred of gratitude from Miho. After Miho is taken away, Kuroko and Mikoto wonder how a level 2 was able to use her ability to make herself invisible.
The next day, Ruiko discovers that Miho had used special markers and the ink doesn't disappear for a week, and this news makes Ruiko regret not taking revenge on Miho.

This episode was better than last week's. The major improvement was that Kuroko's raging lesbian tendencies have been toned down (thank goodness), but for some reason we are still not on to the first story arc and the plot of this episode wasn't all that great. A girl going around shocking people and drawing thick eyebrows on her victim's faces... the possibilities are pretty limited from that setup. There wasn't much in terms of action, and there was that one eyebrow joke which wasn't all that funny. Now if Miho started drawing other stuff on people with that one week marker of hers then we might have something interesting to talk about. Overall, this was a mediocre episode, but it was still better than the previous two and better than some of the crappier Index episodes. There seems to be some light at the end of tunnel though with Kuroko and Mikoto hinting about the level-upper arc. However, that light is pretty faint since the preview is showing the girls staring at their cellphones in the dark and telling each other ghost stories. Sounds like fun.
Last note: we need more Touma cameos.
